A Los Angeles man was arrested for animal cruelty after a witness recorded him dragging a puppy down the street — seriously injuring the poor pooch . . .
Dossey James . . . allegedly pulled the pup down the street when it refused to walk on its leash . . .
“. . . despite the puppy being injured and having a blood trail . . . [he] continued to inflict trauma on the puppy,” . . .
